Dr. Paul B. Liao

Dr. Paul B. Liao is the former CEO of Tetra Tech/KCM, a leading international consulting, engineering and technical services organization operating worldwide and employing 10,000 employees in over 250 offices. His career spanned the globe by the time he retired as chairman and CEO of Tetra Tech/KCM.

Dr. Liao has been responsible for projects in over 35 countries. One project, the underwater tunnel in the National Museum of Marine Biology and Aquarium in Taiwan – a $250 million project – won the Grand Award of the American Council of Engineering Companies for Engineering Excellence. His works with the Penghu Aquarium and the tunnel construction project for the Taipei Mass Rapid Transit have won wide acclaim as well.

Dr. Liao and his wife Mei Yee have endowed the Dr. and Mrs. Paul B. Liao Endowed Regental Fellowship for student exchanges between the University of Washington and Taiwan’s National Cheng Kung University.

He earned a bachelor’s degree in Civil and Sanitary Engineering from Taiwan’s National Cheng Kung University; a master’s in Environmental & Biological Engineering from Oklahoma State University; and a PhD in Civil and Environmental Engineering from the University of Washington.
